This is mega-producer/engineer, singer/songwriter and one time Sonic Youth member Jim o'Rourke singing what seems to be a traditional Japanese song. Jim love the Japanese. This is evident in his album art work and his choices for his Bacarach covers album. I remember at one point he said he was going to direct a film after being inspired by Richard Linklater. Don't know what ever came of that.
